I got this reply about the background of the labels from the collector in the Philippines offering the labels to buy:

I haven't ask the background yet, but mine was I got from the quality inspector, the person who's work is to check on packing plant which bananas pack on boxes. Every time I encounter a quality inspector I will ask If they had a new batch of stickers release. I'm not strict on collecting, as long as I know that it's the latest stickers from quality inspector I believe it really is.
